VAT Registration, Returns and Audits in Saudi Arabia

Last reviewed:

Saudi VAT is 15% and is filed with ZATCA. ISZ Global shortlists vetted consultants for registration, returns and refunds; the firm you appoint files the return.

Saudi VAT is filed with ZATCA, at 15%, with mandatory registration once taxable supplies cross SAR 375,000 in twelve months and voluntary registration from SAR 187,500. The work that catches owners is not the headline rate: first registration, input-tax evidence, import VAT, reverse charge, refunds, assessments, and reconciling the return to Fatoora if you are in a Phase 2 wave. ISZ Global shortlists consultants in Riyadh, Jeddah and Dammam who file that mix. We do not file. You appoint the firm.

What Saudi VAT is β€” and what this page is not

Value added tax in Saudi Arabia is a tax on taxable supplies, administered by ZATCA. Saudi VAT is charged at 15%. Registration with ZATCA is mandatory once taxable supplies exceed SAR 375,000 in a 12-month period, and voluntary from SAR 187,500. Those figures are ZATCA's published thresholds. They are not ISZ Global estimates, and they are not a reason to skip registration because the company feels small.

This page is the Saudi VAT return: registration, invoices, periodic filing, refunds and assessments. It is not Zakat. Zakat is a levy on the Zakat base of Saudi (and typical GCC) ownership, on a different return. It is not corporate income tax on the foreign share. It is not Fatoora Phase 2 integration, though the VAT return and the e-invoice feed have to tell the same story β€” that work has its own page. Mixing those four filings in one match request without naming the job is how owners get a generalist who cannot defend the return.

ISZ Global is a matching portal. We are not a tax agent. We do not register you on ZATCA's portal, we do not file the return, we do not recover input tax and we do not represent you in an assessment. The licensed firm you appoint does that work under its own credentials.

Who must register with ZATCA for VAT

Mandatory registration applies once taxable supplies exceed SAR 375,000 in a twelve-month period. Voluntary registration is open from SAR 187,500. Confirm both numbers on ZATCA's published VAT pages before you treat a blog as the rule. Non-resident suppliers who make taxable supplies in the Kingdom can also fall in, even without a local office β€” that is a facts question for the consultant, not a slogan on this page.

Registration is not optional because you invoice in English, because the shareholders are overseas, or because the bookkeeper has been charging 15% on invoices without a taxpayer number. Charging the tax without a file is how assessments start. If you are close to the threshold, say so in the match request so we shortlist consultants who have taken first registrations through, not only routine returns.

The taxpayer profile on the portal has to match the Commercial Registration: name, activity, address, bank account for refunds. A consultant who files without reconciling that profile to the CR is filing a file that ZATCA will query later.

The 15% rate, and what sits outside it

The standard rate of Saudi VAT is 15%. That is the rate most trading, contracting and professional-services invoices carry. Zero-rating, exemptions and out-of-scope treatment exist in ZATCA's rules for defined supplies β€” exports of goods, certain qualifying international services, specified exempt sectors. This page will not invent a list. If your mix includes exports, reverse charge, real estate or healthcare, the first meeting should produce a supply map, not a promise that everything is standard-rated.

Input tax is recoverable only where the purchase is for a taxable activity and the evidence ZATCA asks for is on the file: a compliant tax invoice, and for imports the customs documents. A consultant who promises a refund before they have seen the invoices is quoting hope. A consultant who walks the purchase ledger against the invoice rules is quoting a position.

Related-party charges inside a Saudi group, and charges from an overseas parent, still have to have a place of supply and a rate. They are also a transfer-pricing fact on the income-tax or Zakat side. Name them in the match request so the shortlist can hold that work, or so we can add a second appointment.

The filing cycle owners actually have to run

ZATCA assigns a tax period. Some taxpayers file monthly, some file for a longer period. Do not copy a neighbour's calendar. Confirm your period on the portal and write the due date in your own diary. The return is output tax on supplies, less input tax on eligible purchases, with adjustments ZATCA's form requires. Payment of a net payable follows the return; a net refundable amount is a claim, not an automatic credit.

The cycle is: keep invoices that ZATCA will accept; close the books for the period; reconcile the VAT control account to the invoice listing and to Fatoora if you are in Phase 2; have the return prepared from that reconciliation, not from a spreadsheet the owner keeps on the side; file on the portal; pay or follow the refund. A first draft that arrives the day before the deadline leaves no time to challenge a classification.

The tax agent you appoint should give you a dated calendar for this entity, the name of the person who will press submit, and the day you will see a draft. If they also offer the statutory audit, ask how independence is kept β€” then compare a second option. The person who keeps the books is not automatically the right person to defend the return.

Invoices, Phase 1 and Phase 2

A Saudi tax invoice has to meet ZATCA's e-invoicing rules. Phase 1 (generation) required VAT-registered taxpayers to issue structured electronic invoices with a QR code. Phase 2 (integration) connects the billing or ERP system to ZATCA so invoices are cleared or reported around the time you issue them. A PDF you email is not Phase 2 compliance. Wave 25 and earlier waves, including the 1 February 2027 integration date for Wave 25, live on the Fatoora page on this site. Check your ZATCA notice rather than assuming that wave is yours.

The VAT return and the Fatoora feed have to reconcile. Credit notes, debit notes, simplified B2C invoices and export invoices are where the two files usually diverge. Appointing one firm for both is common. Appointing a return-only filer who has never sat in a sandbox is how Monday-morning rejections become a return that cannot be defended.

ISZ Global can shortlist a Fatoora consultant, a VAT-return consultant, or a firm that holds both. We do not integrate your ERP and we do not issue invoices.

Refunds, corrections and ZATCA assessments

A refund is not a favour. It is a claim that the input tax on the file exceeds the output tax, with evidence ZATCA can test. Import VAT, pre-incorporation costs and related-party invoices are the usual places a claim dies. Tell the consultant if a refund is the reason you are looking now, so we do not shortlist a filer who has only ever submitted payable returns.

Error corrections and voluntary disclosures sit on a different clock from the next period's return. If ZATCA has already issued an assessment, say so in the match request. Objection windows are short. A consultant who has handled objections is a different appointment from a consultant who only files on time.

This page does not copy unofficial penalty tables. Late registration, late filing, late payment and non-compliant invoices are penalised under ZATCA's published rules. Ask the advisor you appoint to quote the current row from ZATCA, not from memory, before you budget a number.

Riyadh, Jeddah and the Eastern Province

ZATCA is a national authority. The consultant you appoint still needs to know how your city files in practice. Riyadh groups often have mixed ownership, related-party charges and a parent that wants English working papers. Jeddah trading and logistics companies live on import VAT and place-of-supply questions. Dammam and Khobar sit next to contractors and industrial supply chains where input-tax evidence is the usual fight. Tell us the city and the supply mix; we shortlist in that market.

There is a city page for zakat-consultants in Riyadh on this site, and country pages for Zakat, Fatoora and corporate income tax. Use those when that is the job. Use this page when the job is the Saudi VAT file.

Owner checklist before you appoint

  • Confirm whether you already have a ZATCA VAT number, and whether the portal profile matches the Commercial Registration.
  • Write down taxable supplies for the last twelve months against the SAR 375,000 / SAR 187,500 thresholds.
  • List supply types: local, export, reverse charge, import, related-party, simplified B2C.
  • Name the billing system and whether you are in a Fatoora Phase 2 wave β€” attach the notice if you have one.
  • Separate the VAT agent from the statutory auditor in your head before you take a meeting.
  • If a refund, an assessment or a penalty is already open, say so in the match request. That is a different shortlist.
  • Write the next return due date in your own calendar. A shortlist request the day before the deadline is late.

Documents to bring to the first meeting

  • Commercial Registration, articles and the current shareholder list.
  • ZATCA VAT number and a screenshot of the taxpayer profile, or a clear statement that you have none.
  • The last four VAT returns, if any, and the working papers that built them.
  • A sales listing and a purchase listing for the current period, with invoice numbers ZATCA can trace.
  • Customs declarations for imports, and contracts for reverse-charge or export supplies.
  • The Fatoora wave notice, or a note that you have not received one.
  • Any assessment, refund query or penalty already on the portal.

Questions to ask before you appoint

  • Who will log into ZATCA for this entity, and are they authorised to file Saudi VAT?
  • Have you filed returns for our supply mix β€” imports, exports, reverse charge, related parties β€” not only standard local sales?
  • Will you also cover Fatoora Phase 2, or is that a separate engagement?
  • How do you test input-tax evidence before you claim a refund?
  • What sits outside the quote: assessments, objections, e-invoicing, Zakat?
  • On which day will I see a draft, and what happens if I disagree with a classification?
  • If you are also offering the audit, how do you keep the two engagements independent?
  • Do you have any financial interest in the billing software you will recommend?

How ISZ Global helps you appoint β€” and where we stop

Tell us the city (Riyadh, Jeddah, Dammam or elsewhere in the Kingdom), whether you already have a VAT number, invoice volume, supply mix, and whether a refund, an assessment or a Fatoora wave is already in play. Within 24 hours we send two or three consultants who file Saudi VAT for businesses like yours. You meet them. You compare the person who will submit, the scope and the date of the first draft. You appoint. The shortlist is free for owners. Fees are quoted by the firm, by scope; we do not publish a tariff and we do not take a success fee from you.

We do not log into ZATCA. We do not recover input tax. We do not represent you. Where a listed firm has a founder affiliation we disclose it on that firm's profile. If you also need Zakat, corporate income tax, Fatoora or a statutory auditor, those are separate pages and, usually, separate appointments.

This page is Saudi VAT, not the rest of the ZATCA file

Use this page when the job is ZATCA VAT: registration, the periodic return, a refund, an assessment or invoice rules. Use the Fatoora page when the job is Phase 2 integration. Use the Zakat page when the job is the Zakat base. Use the corporate income tax page when the job is the 20% return on the non-Saudi share. Use the financial audit page when you need a SOCPA-licensed auditor. The match request should name the job.

Appointing one network for several of those jobs is common. Mixing the calculations, or letting the bookkeeper appoint the auditor who will review that bookkeeper's work, is how owners lose a second look. We will not dump every ZATCA question onto one generalist because the form was easier that way.

Frequently Asked Questions

Is the initial consultation free through ISZ Global?

Yes. Submit a match request and we will introduce you to verified vat consultancy specialists within 24 hours β€” free and with no obligation.

What is the Saudi VAT rate and when must I register?

Saudi VAT is charged at 15%. Registration with ZATCA is mandatory once taxable supplies exceed SAR 375,000 in a 12-month period, and voluntary from SAR 187,500.

Can a tax agent licensed only outside the Kingdom file Saudi VAT?

Not by that credential alone. Saudi VAT is filed with ZATCA. Appoint a consultant who is set up to work on the Saudi portal, even if the same network also has a team in another market.

Do I need Fatoora as well as VAT returns?

If you are VAT-registered in Saudi Arabia, you already have Phase 1 duties. Phase 2 integration depends on your ZATCA wave. Wave 25 and earlier waves are described on the Fatoora page. Many owners appoint one firm for both.

How often is the Saudi VAT return filed?

ZATCA assigns a tax period. Some taxpayers file monthly and some file for a longer period. Confirm yours on the portal rather than copying another company's calendar.

Can my bookkeeper file the ZATCA VAT return?

They can if they are competent to file Saudi VAT and you appoint them. Independence still matters. The person who keeps the books is not automatically the right person to defend a refund or an assessment, and they should not also be the SOCPA auditor of the same entity.

What if ZATCA has already issued a VAT assessment?

Tell us that when you request a shortlist. We will look for consultants who have handled objections, not only on-time returns. Windows for objecting are short; do not wait for the next period.

How are fees set?

They vary by invoice volume, refunds, assessments and whether Fatoora is in scope. Request a quote from the firms we shortlist. We do not publish a tariff.

What documents should I bring to the first meeting?

Commercial Registration, the ZATCA VAT number if you have one, recent returns, sales and purchase listings, import documents, and any assessment or Fatoora notice. The documents section on this page is the full list.

Does ISZ Global file this return or integrate Fatoora for me?

No. ISZ Global matches you with vetted consultants. The VAT registration and returns is done by the firm you appoint, under its own licence.
